Problem
UNDP Bangkok needed expert validation of their Climate Change Budget Integration Index (CCBII+), a tool measuring how effectively countries integrate climate considerations into Public Financial Management systems. The existing grading methodology showed weaknesses in measuring gender equality and social inclusion aspects of climate initiatives. Finance ministries struggled to objectively compare progress across countries and justify scoring approaches to stakeholders, particularly regarding the interconnections between climate finance and social inclusion outcomes.

Approach
I designed a comprehensive evaluation framework combining statistical rigor with practical policy insights. The methodology included in-depth analysis of how different scoring approaches affected country rankings, complemented by structured consultations with programme management, PFM practitioners, and climate finance experts. I performed comparative analysis of similar indices used by international organizations and conducted sensitivity analysis to validate methodological choices. Throughout the process, I maintained focus on ensuring the index could serve as both an analytical tool and catalyst for policy reform.

Results
The evaluation identified significant opportunities for improving the CCBII+ methodology and enhanced its presentation to stakeholders. My statistical analysis provided detailed assessment of methodology implications for climate change budget integration, making clearer the interconnections between climate change, gender equality, and social inclusion in budgeting processes. The work established more robust methodological guidelines that improved reliability and usefulness of country assessments, while providing finance ministries with clearer frameworks for presenting index findings and strengthening their ability to track comparative progress on climate-responsive budgeting.
